The house has 1,698 finished square feet (2,264 total square feet). The finished theater room in the basement is 566 square feet. The upstairs master bedroom is one large room, but there is plenty of extra space that another bedroom and master bath could be built out. We just didn't have the need to do so.

There is much at stake here; you need to determine who certified the vehicle, was it Honda or the dealership. I would suggest you discuss the meritts of your case with a lawyer and see what they can do for you. Well I if you used the electricity and didn't get billed for it, then why shouldn't you pay for it, after all you used it. Given the facts as you stated them, if this goes to arbitration or small claims court, you are going to lose and will be told to pay up. The meter may have been marked incorrectly, but you knew that you were not being billed correctly. Instead of fighting and in this case losing your case, why not just call the power company and try to work out some sort of payment plan with them.

you have to keep after the power company. Tell them to get someone out to check the meter or your next contact will be a lawyer.
Also, the utility companies are very tightly regulated. Contact the relevant state agency and they may be able to help.
Worse comes to worse, hire an electrician to help. Have him check the meter while you turn off all appliances (including electric heat).
PS, the major cause of house fires is burning candles. Make sure that each candle has something non-flamable under it, like a large dinner plate.
And yes, if you can find something connected to your meter that shouldn't be, you can sue them.
Reprise, the state agency may be your best bet.
